More pessimistic climate scenarios are becoming increasingly likely. Our analysis suggests that if such scenarios are realised, by 2050, 211 million people could be displaced; while most will remain within their countries of origin, 65 million people could become international climate refugees; and developed countries could need to plan for 27 million climate refugees, both internally and from elsewhere. These trends would be expected to intensify beyond 2050, with an accelerated rise in sea levels adding to the world’s problems. Some countries will face a significant fiscal strain either from mitigating climate change effects or from dealing with displaced people. However, it also introduces potential for longer-term boosts to GDP, productivity, and tax revenues if countries can craft effective integration policies and welcome migrants into the labour force to fill demographic deficits.
